Subway Project, Canada

Consilion was appointed as a forensic scheduling and delay consultant on a $6B+ Subway Project to assess the impact of significant project delays and disruptions attributed to Owner-side actions. We led the preparation of a detailed claim submission, including comprehensive forensic schedule analysis and participation in dispute resolution hearings. 

Light Rail Transit project (LRT), ON, Canada

We reviewed monthly schedule updates and assessed high‑value contractor delay claims on a $6B+ LRT Project using contemporaneous, fact‑based forensic techniques. We provided support to external consultants to develop a defensible delay analysis related and productivity disruption impacts.

Bridge, QC, Canada

Consilion was engaged to provide forensic scheduling support and Time Impact Analysis for a large-scale infrastructure replacement project involving the demolition and reconstruction of an aging inter‑island bridge. 

Cable Stay Bridge, ON, Canada

Consilion prepared a comprehensive Time Impact Analysis for a multi‑billion‑dollar design‑build‑finance‑maintain infrastructure project to evaluate potential delay scenarios, quantify schedule impacts, and support claim strategy and risk mitigation efforts. In parallel, we developed a fully resource‑ and cost‑loaded baseline schedule using Primavera P6, incorporating a detailed Work Breakdown Structure, linear scheduling, and schedule risk analysis. The schedule was validated against industry benchmarks, including the DCMA 14‑point assessment using Acumen Fuse, ensuring technical compliance and contractual alignment.

Consilion led and supported the preparation of multiple delay claims on a major transit project, including detailed Time Impact Analysis, collaboration with external consultants, and development of supporting documentation grounded in contemporaneous schedule data.  

Infrastructure and Transportation Projects

Highway Extension, ON, Canada

Consilion led the preparation of delay and recovery claims on major infrastructure projects by conducting critical path analysis, identifying schedule impacts, and developing defensible narratives supported by contemporaneous data. We created baseline and update schedules, assessed contractor performance, and translated findings into structured claim documentation aligned with industry best practices. 

Bus Rapid Transit, ON, Canada

Consilion prepared a detailed and successful delay analysis for a utility infrastructure project, demonstrating entitlement to acceleration costs following owner‑caused impacts. The analysis supported the contractor’s position in securing compensation through a structured and defensible claim. Additionally, we developed a baseline schedule for a major transit expansion bid using Primavera P6, and integrated linear scheduling through TILOS to present construction, permitting, and utility coordination timelines while maintaining schedule logic and visibility of the project’s critical path.

Pipeline Project, Alberta, Canada

Consilion was retained as a delay expert to assess schedule impacts and prepare expert findings for a major pipeline infrastructure project to assess the validity of delay claims and support the preparation of an expert opinion report in the context of a high‑value dispute. 

Pipeline Project, Alberta, Canada

We were appointed as the Scheduling Delay Expert on a large‑scale pipeline expansion project involving the design, construction, and commissioning of nearly 1,000 kilometers of new pipeline infrastructure, pump stations, and terminal facilities across Western Canada. 

Modernization Program, Bahrain

Consilion performed a comprehensive forensic delay analysis on a multi‑billion‑dollar refinery modernization project to evaluate schedule variances and isolate the impact of evolving project conditions. The analysis focused on identifying time losses related to scope growth, interface coordination, and sequencing inefficiencies across multiple construction packages and operating units.
